Just phone a vet. We can't tell you how much 'a blood test' would cost - there are many different types and vet's prices vary a lot.
If you suspect your cat may have been poisoned then of course you should be at least phoning a vet, not sitting asking complete strangers on the internet!!
No way can we tell you what's wrong with your cat. No it's not normal for an animal to suddenly become lethargic. Please speak to a vet.
What's with all the capital letters in your question?!

Although it is common for active cats to gradually slow down as they age, it's not normal for the change to be sudden.
If your cat has had an abrupt change, she should see a vet. Make sure to tell them you are afraid she may have had rat poison, and if you know the brand name or can bring the box to the vet that will help too.
The price of bloodwork will depend on what kind of tests the vet feels should be run. A standard cell count and chemistry panel is about $120 to $180 in my area. If the vet wants to check your cat for FeLV/FIV or if he needs to check clotting times (if there is reason to suspect rat poison), those are separate tests and prices vary a lot. Your vet will be able to give you an estimate before doing blookwork.
If you need to make payments, often there is an option called Care Credit. You can check it out at http://www.carecredit.com

Yes, a dramatic change in behavior is a good reason to take the cat to the vet. Blood tests vary a lot depending on the vet, but the last time I was offered one it sat at around $50. They can also help you out if you need any different examinations done, and it usually isn't very expensive. Good luck!
